澳中关系改善惠及两国人民Improvements in Australia-China Relations Benefit Both Countries' People




中华人民共和国总理李强近日结束在澳大利亚的国事访问。时隔7年,此次中国领导人在澳大利亚的行程备受中澳两国人民和世界的关注。两国关系各种积极利好的消息在四天的访问中不断释放。中国除了在商业贸易领域进一步解封与扩大澳大利亚的关键产品对华对出口市场,更有两项惠及澳中人民的举措。


其一是南澳阿德莱德动物园将被允许从中国亲自选择和获得一对新的健康育龄期熊猫。作为南半球唯一获得观赏和研究珍稀动物大熊猫的国家,澳大利亚人民将获得更多机会与大熊猫接触,澳大利亚动物学家也将再次燃起研究大熊猫繁育的热情。


第二个消息更让普通澳大利亚人民惊喜,中国宣布对澳大利亚实行单方面护照免签政策。虽然目前免签在华可停留15日,但已可以给许多澳洲人赴华短期旅游以及华人提供探亲访友的极大便利。未来在华免签停留期是否会延长或是否有相关的落地签政策出台还有待观察。


此次澳中两国对持澳洲护照人员单方面的免签和多次入境签证政策的还会在更大层面对澳中两国人民的民间旅游与文化交流带来积极影响。随着澳中两国对地区和全球的稳定与发展日益重要,旅行手续的便利化将吸引更多的澳大利亚商务人士和游客赴华观光,体验中国社会、文化和经济的发展水平。而澳大利亚对中国商务、旅游和探亲人员互发三至五年的多次入境签证进一步宽松也将带来更多中国游客与商业活动,为澳大利亚国内旅游,文化等服务产业带来极大利好。可以预计在不远的将来,澳大利亚无与伦比的南半球自然景观与人文环境将会吸引来更多的中国游客。


此次中澳两国领导人极为重要的一次互动为当今动荡不安世界带来一抹亮丽的色彩,传递出一个充满和平和希望的讯息,那就是即使是文化与体制迥异的国家间只要通过平等友好的对话与合作,求同存异,共谋发展,也会在经济贸易,地区稳定,民生等领域达成互利互补的良性发展局面。阿尔巴尼斯总理对于澳中两国关系提出:“我们一贯支持一个和平,稳定繁荣的地区。国与国间相互尊重主权与遵守联合国框架下的国际法和所负的责任,包括人权和国家总体行为。”李强总理提出:“我真诚的希望通过我的此次访问,我能和你共建一个更加成熟,稳定与富有成果的两国综合战略合作伙伴关系,让两国人民更加获益。”鉴于以上两国领导人的意见交换,我们看到一个负责任与务实的澳中关系正在稳定成型,而其中两国人民的切身利益越来越被重视。

Premier Li Qiang of the People's Republic of China recently concluded his state visit to Australia. After a gap of seven years, this visit by Chinese leadership to Australia attracted considerable attention from the people of both countries and the world. Throughout the four-day visit, various positive developments in bilateral relations were continually announced. China not only further opened and expanded Australia's key product export market in the commercial trade sector, but also implemented two measures benefiting the peoples of Australia and China.


Firstly, the Adelaide Zoo in South Australia will now be allowed to select and acquire a new pair of healthy breeding-age pandas from China. As the only country in the Southern Hemisphere to have giant pandas for both public display and research, Australians will have more opportunities to interact with these pandas. Australian zoologists will also reignite their enthusiasm for panda breeding research.


The second piece of news brought pleasant surprises to ordinary Australians, as China announced a unilateral visa-free policy for Australian passport holders. Although currently limited to a 15-day stay in China without a visa, this policy greatly facilitates short-term tourism for many Australians and provides significant convenience for Australian-Chinese visiting friends and relatives. Whether the visa-free stay period in China will be extended in the future or whether related visa-on-arrival policies will be introduced remains to be seen.


This new visa policy not only benefits individuals holding Australian passports with unilateral visa-free and multiple-entry visa policies, but also promises to positively impact grassroots tourism and cultural exchanges between the peoples of both countries on a larger scale. As stability and development in the region and globally become increasingly important to Australia and China, the simplification of travel procedures will attract more Australian businesspeople and tourists to China to experience its societal, cultural, and economic developments. Furthermore, Australia's further relaxation of multiple-entry visa issuance for Chinese business, tourism, and visiting purposes for three to five years will bring more Chinese tourists and commercial activities, greatly benefiting Australia's domestic tourism and service industries. It can be anticipated that in the near future, Australia's unparalleled natural landscapes and cultural environment in the Southern Hemisphere will attract even more Chinese tourists.


This important interaction between leaders of Australia and China brings a bright spot to today's turbulent world, conveying a message full of peace and hope. It demonstrates that even countries with different cultures and systems can achieve mutually beneficial and complementary development through equal, friendly dialogue and cooperation, seeking common ground while respecting differences, and working together for development in areas such as economic trade, regional stability, and people's livelihoods. Prime Minister Anthony Albanese expressed his consistent support for a region of peace, stability, and prosperity. Mutual respect for sovereignty and adherence to international law under the framework of the United Nations, including human rights and overall national conduct, were emphasized.


Premier Li Qiang stated, "Through my visit, I sincerely hope to build a more mature, stable, and fruitful comprehensive strategic partnership between our two countries, benefiting both peoples."


Based on the exchange of views between the leaders of both countries, we see a responsible and pragmatic Australia-China relationship steadily taking shape, with increasing emphasis on the tangible benefits to the peoples of both nations.
